So then no one is actually advocating that it would consist of anything we'd recognize or even follow our physical laws? I guess thats a bit more acceptable. A black hole would be much different as it does have to follow the physics post "big bang" and would be a different type of singularity.

I do know that there is a laboratory procedure that makes us capable of producing very small amounts of negative energy on Earth, but I'm not sure how long it can be sustained.

I was researching online the other day and saw something that said it is possible and I found the procedure name and looked it up on wikipedia and whatever and it looked legitimate. I will see if I can find it again.

That is an effect which comes close to the effects of negative energy on earth. I'm pretty sure that is what I found the other day.
