I hope this hasn't been posted befored, the date seemed very recent, but this is a very strange. Do you think it is a hoax?

The guy doesn't own a 'mini satellite'. If he does own anything is a wifi dish, but I doubt it since he didn't even bother to take a picture of his dish, instead he used one from the web(google 'mini satellite', click on images):

Assuming he does own the dish, and knows how to modulate whatever signal he receives to an audible range, that's still a 2.4GHz antenna(it attenuates all other frequencies). 2.4GHz signals are everywhere on Earth, so if you were to hear anything from that antenna, it would be a continuous hum.

He gets the voice effect by slowly disconnecting whatever antenna he is using(not a dish for sure) from amplifier

Why on earth would you bother posting something like this ?
Some one records some receiver sounds and calls it "Ufo voice capture"
So you post it here and ask "Do you think it is a hoax?" what rubbish!

"I captured this voice with my mini satellite today, May 21.2009. This were captured in Finland."
