Living in the Houston area I know that ripple effect well. When Katrina happened we had mass migration of people from New Orleans into the city of Houston. With them came all the violence and gangs too.

We still have problems with them even today.

I wonder how far this will effect the industries in California, which are dependent on cheap manual labor.

The exodus has been ongoing for a while now, most who are able are relocating to Nevada, Arizona, Utah, Colorado and New Mexico.

The cuts are not going to stop with welfare... They were talking about the release of possibly thousands of prisoners, cuts in police, fire and more "essential" services.... California is going down fast... And it seems it will only get worse... Budget deficit is projected at about 21 BILLION, but with every job lost and business that closes there is more revenue lost so it only adds to the problem.

When the deep cuts hit the inner cities and larger metro areas of California things are going to get quite ugly.

They (state government) are going to ultimately blame the California voters who voted down their spending agendas in a very recent special ballot vote.

While I realize the title is straight from the blog article and not the OP of this thread, it's quite misleading and misrepresentative with regards the actuality here.

Schwarzenegger is considering eliminating the Healthy Families program, the CalWorks program and Cal Grants to college students. Other options include reducing spending on mental health services, child welfare services and cutting another $600 million from the state's public universities, she said.

That would seem a far cry from ...
Governor plans to completely eliminate welfare for families

Healthy Families Program
The Healthy Families Program is low cost insurance that provides health, dental and vision coverage to children who do not have insurance today and do not qualify for no-cost Medi-Cal.

CalWork Program
CalWORKs is a welfare program that gives cash aid and services to eligible needy California families. The program serves all 58 counties in the state and is operated locally by county welfare departments. If a family has little or no cash and needs housing, food, utilities, clothing or medical care, they may be eligible to receive immediate short-term help. Families that apply and qualify for ongoing assistance receive money each month to help pay for housing, food and other necessary expenses

Cal Grants
NEED CASH FOR COLLEGE? YOU COULD GET A CAL GRANT.
Cal Grants are one of the smartest ways to get cash for college. For starters, it's money you don't have to pay back. And secondly, it's guaranteed. If you're a graduating high school senior or recent graduate, meet academic, financial and eligibility requirements and submit two forms by September 2, you are guaranteed a Cal Grant!

Granted his proposals would impact and affect a rather significant portion of those currently receiving state financial aide, be it either monetary or medical, job-related assistance. But to goes so far as to claim he intends to eliminate welfare for the whole of the state would seem little mOar than editorial exaggeration at it's best.
