How would you know that you did indeed have one of these SOBs? We're talking about insurgents in plain clothes, indistinguishable from innocent men, women, and children who happen to live in a war zone. Besides, as has been mentioned here already, people, regardless of guilt or innocence, who are being tortured will tell you anything you want to hear if they think it will make you stop.
