You're correct they are not Coffins.. I would like to know your source though on the CDC in Atlanta purchasing them for FEMA? The VA may have purchased them for use in Veterans cemeteries but I highly doubt it's as you said.

well i guarded iraqi prisoners of war on salisbury plain in a " transit camp"
in the middle of nowhere, it can house up to 200 prisoners plus accommodation for the guard staff, its easy to cordon off from prying eyes.
goggle larkhill in google earth, go west about 2 ks then north by 1 ks
its still there... next to some big silos , ill try and get you the coordinates later.
