Your question is double edges sword. if i say yes then you are assumed to be believe the opposite.

This or that. Binary thinking is good for simple humans.

I say yes people can be incapable of LOVE if they know they do not exist.

Love can be possible if your belief exist. if you believe you exist , then you want to belong to WHOLE!. or mini WHOLE , mini mini...WHole (2)

When your mind cease to exist , humans are neither capable of LOVE or its opposite HATE.

yes it is possible lots of humans do not have mind. Like me. i borrow other human mind. Refelects their ego , fears and insecurity.
