...Mankind's history is littered with conspiracies and accidents involving disease-causing "pathogens," or germs, and "agents" like lead, flouride and prions. Often, the conspiracies are passive, calling for non-action and simply allowing accidentally caused disease to continue spreading or emerging. Disease-causing pathogens and agents can have direct and immediate effects, resulting in lethal outbreaks, epidemics or pandemics. Alternately, disease may be apparently mild or slow-acting, and take decades to manifest as debilitating chronic disease. Either way, the larger impacts on society include de-population, population control, and finally, military or economic takeover.

The unnatural disease-causing pathogens and agents already released into our world are numerous and already cross-breeding, interracting and God-knows what-else. IMO - It's time to make a list.
