The alleged savings in President Barack Obama’s budget is an outright sham. It is being used by the White House to mask the fact that Obama is America’s greatest spendthrift.
On close examination, his proposal to “save” $17 billion is anything but a savings. The money would be directed to other programs. The president is touting this “savings” to obscure awareness that his budget for this year will add more than $1.8 trillion to the nation’s debt.
The claimed savings is only one-half of 1 percent of the $3.4 trillion spending plan. Many of the proposed savings are fantasy. For example, Congress already has blocked Obama’s plan to end subsidies to farmers whose sales exceed $500,000 annually.

There is a big picture. There is a plan that is currently working towards the bigger picture. Perhaps refusing to realize that there is a big picture is the reason you don't understand the plan.
