How do you STAR a member?

I have looked and looked in FAQ. I cannot find out how to star a member. I know how to flag, but not star. I have been here for nine months and feel like an amateur.

In the top left hand corner of someone's post, there is a blank star. Click it.

It won't work in this forum since this forum does not have stars enabled. But go to any other forum and look at individual posts. Right at the top, you'll see a star outline or blue stars if they have already received a star(s) along with another outlined star you can click.
