This has been in the news before. Japan is paying foreigners who are unempoyed to go home and take their families with them. The small payement of about $US 3000 per unemployed worker and $US 2000 per family member to leave Japan comes with the cost of perhaps never being able to return. The ban to return could be lifted when the economy improves.
