Fed Govt to get out of Banking?

On Bloomberg now - how private investors are not investing in bank or GM due to Fed money propping them up. Also saying another 10 banks will need more funding as they are under-capitalised due to new rules.
May have to allow some banks to fail before stepping in.
Not sure which Senator was talking.
