I am almost done reading the pandemic flu pdf for California that is like 178 pages long! Those number's may just be right. They have to have a sustained human to human transmission and HUGE numbers before they even hit a level 4... we went to five. Level six sounds more like the clean up phase as level 5 talks about having to close off certain sections of business school and community sections due to the out break. Part of the level 6 explanation is the recovery phase.
During the current level (5) they are going to be going from mass cdc testing to recording how many people are in icu's death's etc. It mentions that by this level most cdc labs are most likely overwhelmed with test's and deffer testing to other labs that can report to the cdc.(emergency power's are used to take the test's "in house" at state labs)
If we actually had a vaccine we would already have hhs teams all over giving it out. But if no vaccine is available the antivirals are to be delt out on a basis of who has the most people etc.
At this point EVERY state has a huge team set up of persons who work for the hhs offices and there is a second entity called the dcdc that is basically calling the shots and recomending to the government on a state by stae basis what to do. Going to grab some quotes from the parts in the begining that tell what happens at what level of pandemic etc. But to be honest level five sound's like the true pandemic level! Level six talks about recovery stuff and basically the "clean up" if you will.

WHO PHASE 3 AND PHASE 4
Pandemic Alert Period: Human infection with no or very limited human-tohuman
transmission.
Facilities
CDHS, in consultation with medical professional organizations and other stakeholders, will:
• Develop initial recommendations for patient triage including:
o prioritizing limited resources within the healthcare system;
o assigning patients to specific treatment settings (e.g., medical center, clinic, longterm
care, home care, alternate care sites); and
o accelerating discharge of patients from one level of care to another;
• Issue recommendations for the use of alternate care sites, including:
o activation criteria;
o minimum requirements for size, power, air and heat, equipment, supplies and
security;
o staffing;
o infection control;
o liability;
o memoranda of understanding or other agreements for procuring and distributing
resources and supplies;
o best practices from other jurisdictions and states; and
o address barriers to the use of alternate care sites, including developing model
emergency orders;
• In conjunction with the California Department of Food and Agriculture, assess the
potential use of local fairgrounds for pandemic-related activities; and
• In conjunction with EMSA, develop and test a statewide hospital capacity monitoring
system to assess the healthcare surge capacity of acute care hospitals, including stateowned
and managed facilities.
Equipment and Supplies
CDHS will:
• Collaborate with local health departments to develop a list of key pandemic supplies,
inventory these supplies, and review the feasibility of stockpiling additional supplies; and
• Assess the potential to create regional stockpiles of essential equipment and supplies and
develop distribution plans for these materials.
Personnel
CDHS will:
• Disseminate work products from Phase 1 and Phase 2 related to professional scope of
practice requirements;
• Advise local health departments and healthcare providers regarding draft emergency
orders for modifying scope of practice requirements;
• Exercise local pandemic plans in collaboration with healthcare facilities and other
providers, the Governor’s Office of Emergency Services, the Governor’s Office of
Homeland Security, local health departments, Regional Disaster Medical and Health
Specialists, Medical and Health Operational Area Coordinators, healthcare volunteers,
and expanded practice professionals;
• Collaborate with EMSA to develop call-up, activation, and deployment procedures and
protocols for healthcare professionals who are registered in an Emergency System for
Advanced Registration of Volunteer Healthcare Personnel system; and
• Implement procedures for identifying CDHS healthcare personnel.
Communication (See also Chapter 10: Pandemic Influenza Risk Communication
Plan)
CDHS will:
• Convene regular conference calls with local health departments and other partners to
discuss pandemic progress and scope, and refine healthcare planning guidance; and
• Use the CDHS website, CAHAN, and other communication mechanisms to transmit
pandemic related information for the public, healthcare delivery organizations, their
employees, volunteer workers, and local health departments.
Mass Fatalities
CDHS, working with the Governor’s Office of Emergency Services, the Department of
Consumer Affairs, coroners/medical examiners, and others, will:
• Clarify jurisdictional authority and resolve issues concerning the large-scale management
of mass fatalities related to an influenza pandemic;
• Develop model emergency orders to address mass fatality issues (i.e., mass body
storage);
• Issue recommendations for the definition of a medical examiner or coroner’s case based
on the case definition of infection with the pandemic influenza virus; and
• Issue recommendations on mass fatality management for healthcare facilities.

WHO PHASE 5
Pandemic Alert Period With Substantial Pandemic Risk: Larger clusters
but still limited human-to-human transmission; sustained community
transmission is possible
Facilities
CDHS will:
• Continue actions initiated in previous phases; and
• Monitor capacity reports from hospitals through established SEMS channels and manage
resource requests.
Equipment and Supplies
CDHS will:
• Continue and complete actions initiated in previous phases; and
• Collaborate with local health departments to ensure the readiness of stockpiled supplies
and distribution systems.
Personnel
CDHS will:
• Continue and complete actions initiated in previous phases;
• Train CDHS healthcare personnel for pandemic response; and
• Test deployment protocols for CDHS healthcare personnel.
Communication
CDHS will:
• In conjunction with EMSA, activate the Joint Emergency Operations Center (JEOC) to
ensure readiness for surge response, communicating the status of the pandemic, and the
coordinating healthcare personnel, facilities, equipment, and supplies; and
• Continue actions initiated in previous phases.

the Government will never confirm those numbers in the next coming days. Not just for one state. True its an airborne illness, the numbers are higher, is my suspicion but getting proof of those numbers is almost impossible, unless they are all hospitalized.. Seriously..

Kentucky Derby this weekend...lots and lots of people in airports and in a confined space and Cinci de Mayo coming up next week,a HUGE event here in south Texas as it is I am sure,in many other areas...

People usually travel back and forth in buses to celebrations here so I'm wondering if there will be another small "wave" perhpas 10 days or so from now?

All those kids out of school running around as well,more out in restaurants.

Its just like what we were hearing from Mexico in the beginning. Now whenever i hear the death toll for Mexico i add another 100 to it because i don't there telling us the true number at all.

I believe it. Consider the fact that this flu actually incubated and was borne in hot humid weather. How many of you ever remember a flu outbreak in May? I don't. I think that fact alone is OMINOUS.

I'm not an apologist for the governments, but it is difficult to separate normal flu, a cold and swine flu from each other. An 80,000 figure is possible - depending on the the aggressiveness of the pathogen.

Because the cases are doubling, the official figures are not coherent or update. Most become irrelevant within an hour.

Omg are you people for real cant wait till this blows away and you guys can look back at this thread and think how foolish you all were for carrying on like this is the end of us all.. 80 K what a load of crap
why ad to the chaos .. if 36k die of flu each year just in the usa why such a fuss now?
cause the tv tells you to ?
enough of the madness ATS you guys need to get half a life .. and maybe enjoy it before you get hit by a truck or something
swine flu is killing no one compared to normal flu
but if its the first story on every news break them wow must be true
cause rupert merdoch wouldnt have tv lie to us now would he????

Oh wow, you are so right. There are 20 million people in Mexico City alone, over half of them are paupers living in slums. The great majority will never ever see a medical person. Some will recover some will die and be buried in their villa and no one will know what they died of for sure. Mexico is not capable of handling those numbers, they aren't sending valued and limited medical staff into the slums, they will just let them ride it out the best way the know how.

I think this has less to do with the flu itself and much more to do with the mood and demeanor of the other passengers. I think it is a pilot's responsibility to make an emergency landing if the passengers are in a panic state. Everyone is so freaked out about this flu, that if someone on board is sneazing or coughing, the rest of the passengers probably were demanding that this person be removed.
