I found this interesting.
Apparently they are giving sympathy payments to Iraqis injured accidentally by coalition forces as well as issuing payments to persons who have lost family members.

Guidelines set the maximum sympathy payments at $1,000 per injury, $2,500 per life.

More info from Coalition Provisional Authority briefing:
I believe the last number is somewhere on the order of 11,000 claims have been filed. Approximately 5,500 claims resulted in compensation. I know that over $2 million has been provided in compensation.
