I have a feeling that this might be a rather stupid question but have a look at the images below of Gordon Brown when he was chancellor of the
exchequer.
As you can see we have a nice fresh looking budget suitcase when Gordon Brown was chancellor and also when there were positive outlook budgets in the
past here but what about todays budget suitcase seen in the BBC news article?

Is this some sort of psychological tool being used, grim budget, use the torn worn out suitcase? Good budget, use the nice neat new suitcase?
Im just wondering if anyone knows why the suitcase now looks like some bankers have been humping it and it was found in a sewage pipe?
Is the UK in that much of a mess that it cannot repair a budget suitcase or was this always the case with the briefcase?
