This isn't a declared state of war though, which is the inherent problem with that proposition.
Disguising armed military gunboats as merchant ships /flying false flags on the high seas/arming ordinary freighters is illegal. No cargo ships can
bear arms.
And the laws of the seas are one of the few internationally agreed upon conventions that have widespread standing amongst most of the world.
This would also force insurance premiums for cargo vessels to skyrocket, especially if ordinary freighters started allowing armed guards or military
special forces to be present on their ships.
