Obama waited almost three days before authorizing deadly force to save Captain Phillips. The Pentagon had to request his authorization twice before he decided to do it!

Why is that a bad thing?

So he rationally deliberates over the use of military force inside of considering it the primary solution any diplomatic incident.

I'm shocked!

Put teams of marines on slower ships and use them as Q ships.

en.wikipedia.org...

Keep the pirates guessing as to what ships are easy to take and what ships will get them killed.

Ship born Tethered Aerostat Radar System to track the pirates as they leave the coast and have military ships intercept them.

This at the least will disarm the pirates as to keep from being taken into custody they will have to throw there weapons overboard.

Sat phone tracking of anyone using a sat phone along the coast of somalia to identify the pirates shore assets and seal team raids to take them into custody. this will take away there shore based support.

Already been suggested actually: www.safetyatsea.net.../secure/display.aspx&path_info=/secure/display.aspx&articlename=dn002009040 9000022

This isn't a declared state of war though, which is the inherent problem with that proposition.

Disguising armed military gunboats as merchant ships /flying false flags on the high seas/arming ordinary freighters is illegal. No cargo ships can bear arms.

And the laws of the seas are one of the few internationally agreed upon conventions that have widespread standing amongst most of the world.

This would also force insurance premiums for cargo vessels to skyrocket, especially if ordinary freighters started allowing armed guards or military special forces to be present on their ships.
