• A major threat to America has been largely
ignored by those who could prevent it——the
U.S. Congress and the President. An electromagnetic
pulse (EMP) attack on the United
States could irreparably cripple the country,
wreaking havoc on the nation’s electronic systems——
shutting down power grids, sources,
and supply mechanisms.

• Congress and the new Administration cannot
continue to ignore the EMP threat. Next
steps include research on the nature of the
EMP threat, planning for such an attack
within the National Planning Scenarios, the
deployment of a comprehensive missile defense
system, and the development of a
National Recovery Plan.

• America’s very existence depends on the U.S.
government’s ability to understand the very
real possibility and the devastating consequences
of an EMP attack——and to take the
actions necessary to prevent them.
