Hooey-Talk of Insolvency?

5:31am 3-31-09 US OFFICIALLY DECLARED INSOLVENCY TO FED

Found it on surfingtheapocalyse.com, then googled it and fourwinds came up (a place for Scorcha Faal if I am correct) and godlikeproductions (which is lop.com a malware infection-site).

Is there anything to this? This link is safe:

I thought insolvency was declared with HJR-192 but I could be wrong.

I think "allegedly" is the apt word in this.
