You're forgetting... Bush had his own unique method of squashing dissent or any close inspection of his motives and activities. Quite simply, if you opposed him you were labeled unpatriotic or, in the worst case, a terrorist. American flag lapel pins were de rigeur. Federal employees (like federal attorneys) would be kicked to the curb if they disagreed with administration policy. And if Congress wanst to hear from you (think: Rove) just don't show up.

Yea, Bush was all about transparency in government.
