That wouldn't make sense.
Why pay them to build a railroad, then lock them up.
Why not lock them up, then use them as free labour to build the railroad?

Considering this will be a government contract and one of his latest executive orders regarding unions and and large projects you must be a member of
one of the many unions. The unemployed should be told to sign up and pay dues to get that job.

Anyone know where the tracks will be laid through? Will it be for Commercial loads or passenger?
Only reason why I ask is because if I wanted to get to Orlando via railroad, (starting from Dallas, TX) I would have to go up to Chicago, then to DC,
then down to Orlando. The RR tracks which did connect Dallas to Florida were supposedly wiped out in Katrina. They only repaired enough track to
allow commercial freight trains and not passenger trains. This is according to Amtrack. I would love a way to get to Florida or California (via
Vegas) for cheaper and faster.
