Older books were pointedly left off the safe list; the commission did allow an exception for vintage collectibles whose age, price, or rarity suggested that they would most likely be used by adult collectors, rather than given to children.

CPSC Clarification

Jan 8, 2009

The new law requires that domestic manufacturers and importers certify that children’s products made after February 10 meet all the new safety standards and the lead ban. Sellers of used children’s products, such as thrift stores and consignment stores, are not required to certify that those products meet the new lead limits, phthalates standard or new toy standards.

The new safety law does not require resellers to test children’s products in inventory for compliance with the lead limit before they are sold. However, resellers cannot sell children’s products that exceed the lead limit and therefore should avoid products that are likely to have lead content, unless they have testing or other information to indicate the products being sold have less than the new limit. Those resellers that do sell products in violation of the new limits could face civil and/or criminal penalties.

Yes, Bh, but it doesn't specified how the 50 states General attorneys will impose the law themselves, taking into consideration that is a fine of 100,000 the sharks will find ways to team up and screw the citizens, groups or organizations for personal agendas.

See the law leaves loopholes for General Attorneys to do as they wish while enforcing their version per state.

Unless the states government become more intelligence than the moron congress and put a limit of what is allowed or not in their particular states you can only imagine what 100.000 fine can buy within the government on fines.

Specially money strap states.
