911 Comissioner 'missile hit pentagon ' speech slip up

It may be an innocent mistake but ,out of all the words he could of used, 9/11 commissioner Timothy J. Roemer slips up about the Pentagon attack and uses the word 'missile'.
Donald Rumsfeld also featured on the video saying that flight 93 was 'shot down' over Pensylvania:

Good point well put

I have to say that it seems to me that the officials have made a effort to equate f77 with a missile.

BUT

How does one confuse a story that they told everyone, that is that f93 was taken down by the passengers or that the hijackers crashed it, with "the plane that was shot down over Pennsylvania"? How is this possible?
