Secretary Napolitano Issues Action Directives on FEMA State and Local Integration and National Planning Release Date: January 27, 2009

For Immediate Release
Office of the Press Secretary
Contact: 202-282-8010

U.S. Department of Homeland Security (DHS) Secretary Janet Napolitano announced today two action directives, on Federal Emergency Management Agency (FEMA) integration with state and local partners and national planning.

These directives instruct specific offices to gather information, review existing strategies and programs, and provide oral and written reports back to her in February. Secretary Napolitano has already issued seven action directives: cybersecurity; northern border strategy; critical infrastructure protection; risk analysis; state and local intelligence sharing; transportation security; and state, local and tribal integration. She will continue to issue additional action directives in the coming days focused on the missions critical to the department: Protection, Preparedness, Response, Recovery and Immigration.

The full action directives are below:

FEMA state and local integration. Ensuring the nation’s preparedness for all events and all hazards is vital to economic and homeland security and a responsibility of all levels of government. To that end, FEMA shall work with state and local emergency management to:
1. Immediately review plans and activities underway to strengthen and coordinate preparedness activities and assess any overlaps and inconsistencies in these plans and activities. These assessments should include, but not be limited to, the following:

DoD to carry out 'military missions' during pandemic, WMD attack --By Lori Price, www.legitgov.org Updated 28 Jan 2009 (a) In General - In accordance with the requirements of this Act, the Secretary of Homeland Security shall establish not fewer than 6 national emergency centers on military installations... (b) Purpose of National Emergency Centers... (3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations; and (4) to meet other appropriate needs, as determined by the Secretary of Homeland Security

so, i guess we can expect the avian flu or maybe the cdc in atlanta will loose power together w/backup power as it did twice last year. you know what building 17 houses don't you?

19 Jul 2008 A critical germ lab at the Centers for Disease Control and Prevention lost power last week because the agency had taken two backup generators out of service for upgrades, CDC officials said Friday... The backup power failure -- the second in 13 months -- is the type predicted years ago by some CDC engineers. And it has heightened concerns in Congress about lab safety at the Atlanta agency, which experiments on smallpox, Ebola, anthrax and other deadly germs. Last week's incident began when a bird shorted out a Georgia Power transformer about 5:40 p.m., cutting off power to... Building 17. Building 17 houses infectious disease labs, where scientists work with the H5N1 avian flu virus and other dangerous germs. Without power, the labs can't run negative airflow systems that help contain germs in Biosafety Level 3 labs, such as those in Building 17.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE/HSPD-21, issued 18 October 2007, states that within one year of the directive's date, 'the Secretaries of Health and Human Services and Defense, in coordination with the Secretaries of Veterans Affairs and Homeland Security, shall establish an academic Joint Program for Disaster Medicine and Public Health housed at a National Center for Disaster Medicine and Public Health at the Uniformed Services University of the Health Sciences... Department of Health and Human Services and Department of Defense authorities will be used to carry out respective civilian and military missions within this joint program.'

you are so right my friend. it does sound like the american people who are still have ears but cannot hear and eyes but cannot see might be those members of a new third reich. you remember the old one in germany that composed of those who refused to believe hitler. i feel a global movement against the united states and its citizens. and there is a discussion on ats www.abovetopsecret.com...&colorshift=yes&colorshift=yes&colorshift=yes&colorshift=yes and jim marrs states

National Socialism never died, but rather its hideous philosophy is alive and active in modern America. Unfortunately, most people cannot understand the shadowy links between fascism and corporate power, the military, and our elected leaders.

now answer me this: "why is the united states and the american people the focal point of hatred.................wanting out country and eliminating us?"

Do you realise that socialism is the most over-abused political term of all time in the entire world ? Everything from communists(far left) to nazis(far right) enjoy hiding their twisted agenda under this generic term. It was never intendent to be generic.

True socialism is the equivalent of *social democracy* today and in my opinion is really the most balanced system ever developed. Most european governments have implemented this wonderful system and as a result are enjoying great prosperity. Think I am lying? Check out denmark, sweden and the netherlands.

*National socialism* has absolutely nothing to do with social democracy and in reality has everything to do with imperialism, bigotry, war crimes and just about everything evil you can imagine.

I'm curious to know how this could potentially affect Canada should your Government start herding their citizens into these camps. This is really frightening to me, despite being north of the border. As far as I know, we don't have anything like this being set up...

Is there a potential for the US to annex Canada and proceed to round us up as well?

AAHH, but you are so wrong... Canada indeed has the "FEMA" type camps also, so does Australia.

For Canada, here is one ATS thread about them:

Here is a history lesson of what Canada has done in the past - rounding up people to go to camps:

Well it looks like the conspiracy loons are winning in terms of numbers of belivers, and that is to be expected seeing as though this is one of the only places you can go where people actually buy into all this nonsense.

It boils down to this. For those that believe it to be true, will not believe anything to the contrary, and vice-versa. With that being send, those who believe will call the non-believers sheeple, stupid, or even govenment plants. However, on the flip side, I think that some of you people although you may deny it, secretly want this all to happen. I say this as it my contention that most of you are socially awkward, probably live in your mother's basement, and play World of Warcraft all day, and have no girlfriends, or family of your own. This is your perverse way at getting back at the world for you being such a misfit. It's like rooting for the villain in the movie, or being that guy everyone knew from high school who liked the rival football team just to be a hater.

Or you are a fringe trench coat mafia type, who again is an outsider, and not very good with assimilating with the mainstream. You hence have a lot of pent up rage, and are looking to unleash that on those whom you perceive to be your tormentors. You want to lash out at society, and this is why you have an arsenal of guns, and a pantry full of supplies. You hope this whole thing gets kicked off so you can then be "right", and live your little John Rambo, Red Dawn fantasy.

Perhaps you could learn a lot about being a little less extreme. I myself feel I am somewhat in the middle. To the average person, I am probably perceived somewhat as a conspiracy nut. Although, I really don't fit your mold, as I have read most of the same things you all have read, and watch the same damn inconclusive youtube videos, and at the end of the day, I have come to the conclusion that a martial law scenario has only a slight chance of actually happening. In which case I believe our goverment is there to help it citizens, and these camps would be there to help house refugees from a terrorist attack or natural disaster.

I do have a stash of supplies in case the grid goes down. And I am in possesion of a small arsenal, have a group of like minded friends whom I would get together with if and when that time ever came to help one another survive by any means necessary. However, I have not let this scenario consume me, as I go about my business, and attempt to make the world a better place, and help my fellow man.

Some of you good stand to lighten up a bit. I;m sure your friends (if you have andy), and your family (especially your mother), would appreciate it if you quit screaming that the sky was falling, and enjoyed the precious life you have been given.

FLAME AWAY HATERS....

U.S. Cities Would Be Locked Down In Flu Response

The federal government would need to quarantine infected households and ban public gatherings to contain pandemic flu, according to a computer simulation study conducted by researchers from Virginia Tech and published in the Proceedings of the National Academy of Sciences. "You wouldn't go out to the movies. You wouldn't congregate with people," said researcher Stephen Eubank. "You'd pretty much be staying home with the doors and windows battened down." The consensus among health experts is that a pandemic, or global epidemic, of influenza is inevitable. The last such pandemic, in 1918, killed between 40 and 100 million people. Because of the belief that a pandemic cannot be avoided, researchers are instead looking into ways to limit its effects. In the current study, researchers used a computer to model the hypothetical spread of flu pandemic in the city of Chicago under various containment scenarios. They found that a vigorous early response could reduce the infection rate by 80 percent

Reminds me of the Real ID act which had everyone going crazy. It got turned down and people still thought it was happeneing. Can someone find this from a legit source?

Here: DHS page on Real ID

This final rule also provides a process for states to seek an additional extension of the compliance deadline to May 11, 2011, by demonstrating material compliance with the core requirements of the Act and this rule.

Bush signed it into law in 2005, but won't be fully enforced until 2011 for the states that apply for extensions.

A lot of these so-called CT's are simply based on easily-found information. The info is out there, it just takes reading and not knee-jerk dismissal of every idea that sounds too farfetched to be true. In keeping with this thread, I will point out that there likewise is plenty of research already done for us.

That does sound a lot more helpful and less imposing than camps with barbed wire. I mean, I would see tents and think "these people had no place to go." If I saw people in camps with barbed wire and one exit and armed guards, I'd think "what'd they do? And what's going to be done with them?"

Because you are used to the same people that you blame now for this developments, calling socialism to another development model.. Cant you see? By calling this socialism they get you in the ilusion that they want.. Because if you went to Europe you would see Socialism in not this horrific thing that they paint! You stand just where they want you, still thinking the old american way is the best!

S&F! This is just another "I told you so" to the skeptics in some ways. Although this has not been completely implemented, meaning we have not been rounded up yet this still remains something to be noticed. This is the slow road to complete control even though it crawls sometimes, the car is still moving.

This kind of reading gives me reason to buy more ammo, gives me reason to be more prepared for the storm and I hope my preparations are in vain.

I find it interesting as we just had a new jail put up with about 200 holding cells. The funny thing is that you can pay to stay a night in the jail and watch movie and eat a dinner there since it just opened and isn't booking yet. Who would pay to go to jail? I CAN GO FOR FREE!
We already have a jail and I don't know why we need another. The old one has about 32 holding cells and I guess it's just something for them to spend money on i suppose. We also have a maximum security prison about 20 miles from here. The crime rate is extremely low here too. I don't think that it is in any way relative to the FEMA camps but it still sparked my interest and got the cogs in my head turning.

For some reason the more I read and research the more I hear myself thinking: "You can have my weapon when you pry it from my cold dead fingers"

Here I will suggest watching an older movie staring Henry Fonda, Jane Darwell & John Carradine called "The Grapes of Wrath" (or read the book). 7 million Americans starved to death during the Great Depression. Numerous people were forced into camps called "Work Camps"

NWO is in the works, and has lately come in in quite a few speeches by world leaders, especially just after the economic crisis hit. Just because it's not here yet doesn't mean it's not being put into place. I'm not sure about the Amero and the NAU. I'd read some very interesting quotes leading me to believe the government is simply waiting for the right crisis during which to propose a solution of NAU. However, I read some clips recently that make me unsure now.

FEMA camp - well, there is enough information on them here so I'm not going to rehash it in this post. Boxcars I'm not sure of.

RFID chip - this is being slowly implemented in different populations. It is being or soon will be put in various prison and homeless populations. It's already been tested on animals, as we all know is an everyday use. Interesting how the chip that supposedly can help *you* find something/someone can also help *them* find that same thing/person.

Finally, Real ID was signed into law in 2005 by Bush, and will be fully enforced by 2011. I covered that in a previous post on this thread.

So, not all of this is "crap." I sure don't believe the worries about the camps run by FEMA (what's the difference between that and calling it a "FEMA camp"?) are completely unfounded.

God I hope not. I already have a few hundred rounds but I don't think that will be enough. Not too mention it is getting damn hard to get 7.62x39 rounds around my area. I have a friend with a back order for 500 rounds that has been waiting for 2 months already and the order is from cabella's. Walmart has been out for weeks and I'm running out of places to purchase. I suppose I could buy online but really don't want to have to spoof my identity for it. Either way I feel the time is now and didn't ammo sales go up by 45% or something like that? If so I know I'm not the only one stocking up.

January 16, 2009Ammunition Accountability Act

Remember how Obama said that he wasn't going to take your guns? Well, it seems that his minions and allies in the anti-gun world have no problem with taking your ammo!

The bill that is being pushed in 18 states (including Illinois and Indiana ) requires all ammunition to be encoded by the manufacture, a data base of all ammunition sales.

So they will know how much you buy and what calibers.

Nobody can sell any ammunition after June 30, 2009 unless the ammunition is coded.
www.factcheck.org...

Ammunition Encoding
Ammunition Accountability is a term invented by a company called Ammunition Coding System that holds a patent for laser engraving a serial number on the base of the bullet, and another on the inside of the case. Of course no one would want to buy or produce such ammunition, so Ammunition Coding System hired lobbyists to try to get states to pass laws to require the use of their “technology”. Of course they’re not doing it out of the kindness of their hearts: Ammunition Coding expects to get paid a licensing fee for every round of ammunition produced.
To date, no such bills have been passed in any state, but last year there was legislation submitted in 18 states, including Illinois. Ammunition Coding System’s lobbyists had contacted every legislator in the Illinois General Assembly.

blog.nssf.org...

just a thought, i'm sorry i got off topic; i promise not to further post on the topic of ammo

In ICE language, "removal" simply means deportation. I wouldn't read anything into that part. The part that makes me wonder is whether they are using the immigration thing as an excuse for or entry into their other goals.
