It doesn't go like that. To get funding you have to submit a clear plan of research, and then you have to prove how the funds were spent - or return the money.
Not to mention that this phenomenon is said to be several decades old....

I thought it only happened in the Playa,

Now the "New" explanation requires that particulr terrain as the wind sheer close to the surface.... I doubt very much that the exact same type of environmental drivers would be found in another place to, so if you can get the information to support this it may make the current explanation obviously wrong.
