The Infrastructure Bank, privatizing federal funds?

It came to my attention that the new stimulus recovery package will bring a new wave of profiteers under the banner of for the people (as usual) to make money of the money that will be use for the recovery in the infrastructure side.

Already in the making plan by congress since 2007 will allow the creation of a Infrastructure Banks to be modeled by the financial investment banks to use private and public funds for the infrastructure projects.

But my problem is that didn't congress forgot that the model of financial investment banks in America were bailed out because corruption and mismanagement?.

I don't get it what good can this so call Infrastructure bank will be, can it be trusted?

Are we now to end up bailing out the bailing money that will be used for the economic recovery plan when this Infrastructure Bank ends up as a failure like many other financial institutions?
