If North Korea actually had viable nukes, wouldnt Bush have already sent troops into the country opposed to what we did with Iraq?
Plus the article only talks about Pyongyang's past nuclear activities, and has some 14,000 unused fuel rods that could be used for weapons grade.
North Korea and South only have a truce that was set, not a peace treaty and could at any time try to over run the South.
Also if they see any weakness from the new presidency, that could also trigger them into action against there neighbors including Japan.

Why would they?

That lone weapon is solid proof of all the anguish and suffering his people overcame all for that hunk of waste.

It will be used before they let it waste away..
