Just a thought I had today. I was shopping for my father, who gave me his debit card. Every purchase I made was below $25 at different stores. I didn't have to sign my signature a single time.

I remember not so long ago, buying a pack of cigarettes and a bottle of soda and having to sign for 5 bucks.

Is this a money saving technique or could it be something more sinister?

What if this is a first step in pushing for the RFID chip due to "Fraud"?

you don't have to sign for debit card transactions, just credit card transactions. There is a difference between debit card and credit card.

Good Question.
Well, where I live (fairly large city) - if you use a debit card and select "Debit" on the little keypad thingy, you don't have to sign. But if your debit card is backed by Visa/Mastercard and you select "Credit" you do have to sign. It's been that way for as long as I can remember.
