It is a training video. The dude is wearing the protective jacket (and possbily the pants too). Look at with a magnifier and you see the bulky dog jacket.

Also, the location gives it away. Google other police dog traing videos and they are done in a similar open space.

Also, the camera angle is perfect. If it were a real standoff, I can't imagine the cameral being set up that fast at the perfect angle.

"Wait, hold it while we get the camera. OK, now you may continue with your robbery!"

Your right, it is training footage. If you look at the criminal you'll notice his jacket is extremely padded.

But still, it is dang cool. I love dogs!
