Despicable. Like the US can really afford this? More bad apples in the barrel. And from a University no less!
Sends me thinking right away how many American universities may be doing the same sort of thing to secure funding???
Truly a conspiracy here to defraud the American people! But from all places Australia? 
Not only are portions of our government wasteful and corrupt as hell, but they are stupid too?
This reminds me of the millions in overbilling from Haliburton scandal, and similar things.
