Orders or not, you dont just shoot an an un-armed person who is obviously just trying to stop you in a harmless manner.
There are other ways to deal with such a situation. Like place her under arrest, hold her back so the other troops can proceed.
There is always an alternative to just shooting an un-armed civilian.
