Eventually there would be. I don't disagree. But if all the governments in the world are defunct, there is not only no way to enforce the value, but the people themselves will not have any reason to believe in the value of the money.

Only when the world is rebuilt, would currency be put back in to place. And for the record, the is no such thing as a static currency, simply because of the very nature of the ideas behind currency.

As for the "rulers", there would be no official rulers. There would only be small groups of people, with no actual bureaucratic government.
