Question about cell phone signals.

I've heard that cell phones receive the best reception during an overcast. I heard the clouds reflect the signals and thus it gives better reception. I have never really noticed, and actually think it would only make it sound worse. So anyone know the truth behind this?

Yes it will improve the signal. I did a research report for my college physics course on cell phone technology. Now if it was a sat phone then no the signal would be crap.
