It is not Bush fault that the award has the word "Peace" in it.
But I am willing to bet that somebody will post that it is Bush fault or that Bush awarded himself a medal.

The sad part is that it was all done with Congress blessings. Without Congress approval, there would have been nothing to give.

I know you are judging his action. And I would be laughing too if this award was really based on someone giving him an award because of the peace he created in the world. However, in this case, the word PEACE stands for and acronym not the word peace. And it is given to him for what he has done for HIV and Aids. Even Obama praised him for his work. All I am saying that this award is misleading because in the op source, I believe they don't say that P.E.A.C.E is an acronym.
