where can i find high frequency electromagnetic pulse

my neighbor runs an artillery founrdry and i was wondering how i can maybe turn off his electricity or disable some of his weapons of mass destruction.

I don't get it.
Your neighbor has a foundry at his house?
Does he have a permit to operate this from his house?

You could always build an EMP generator.

Good luck with that. If he makes artillery chances are he will shoot you, because you will need to be that close for a home made EMP. Not to mention if he does it in a metal building he would be protected by the natural faraday cage he is in. Why are you so anti second amendment?
