Being ex-military, I'd say it's part of the joint forces agreement they have. To police the others territory should the need arise, be it
terrorism, or any other -ism that they try to blame it on.
You see. It is much easier to apply force to someone distant from you. And being a citizen of another country is pretty distant.
How many so-called MPs are there? Probably made ordinary troops Mil Police by the sounds of it. If that's the case, why would they have troops
acting like Police. Yes, they will be given the power of YOUR police, or more. Scary.

deployment to Afghanistan. We go down drink your Tequila, spit out your weak a## water you call beer, and try to convince you that Hockey is the

Harper just signed the SPP. Troops here can enter the states and vice versa.
