I found a similar site and my friend and I experimented with it to see if it could track people. The site that we found doesn't give you live
tracking - all it does is give you the coordinates to the billing address of the owner. Maybe what you have found is live tracking but the one that I
know of gives the impression that it's live but is deceptive.

I saw this and was hoping that someone could help me translate it ... I hope that it is not what I think it is ...
Is this saying that as an Orange customer I can locate any other Orange mobile phone by tapping their number into this API?

This service localisation API from Orange enables your applications to get geographic coordinates of a given Orange France mobile phone or a fleet (delivery of raw location data).
Location system delivers location results as a triple coordinate (X;Y;Z). This service works on any mobile terminal, including indoor with a 98% GSM territory network coverage.
