Why can't they just bailout the auto industry people? Why do they have to turn for the federal reserve for help? Or let alone ask that other guy?

no congress doesnt have the right to coin money. They gave that to the federal reserve.

In 1913, Congress passed the Federal Reserve Act. This Act created the Federal Reserve system giving it the power to regulate the value of American's currency.

"This new law completely removed from the Congress the right to create money or to have any control over its creation, and gave this function over to the Federal Reserve Corporation. The Fed printed "Federal Reserve Notes", which are still accepted today as money among the citizens of the country."
