The following is my opinion as a member participating in this discussion.

While on the surface, this may not seem that important, I think it is very important.

Think of any unsettled area of the world. First come roads, then central power, and then communication grids. To me this is a major step towards "settling" space. People who don't feel as isolated are usually more "at home" in unique environments.
