Only 25 people in the world know the very top classified information at level COSMIC... so who are these 25 people? I'm thinking they have to be aliens, hybrids or something like that. Perhaps they are people that we have never seen. Hmmm I'm curious to know who this elite group is, and how only 25 people can retain the very secret info about this sector of the universe.

I don't know anything about this former Chief Master Sergeant Salter, honestly the so called alien contact intelligence organization (ACIO) sounds ridiculous, but the attorney Daniel Sheehan's credentials are impeccable. Google his biography and background.

He's the primary source for the story that President Carter was denied access to UFO information by the CIA director. The narration in this video was terrible. For some reason they didn't trust Carter ? He made it a campaign pledge to disclose the government's UFO knowledge ! Of course they weren't briefing him !

I encourage you to watch Sheehan's full disclosure testimony. The video in this thread only presents a small snippet. There is more to the story. Bush told Carter he didn't have blanket authority for access to all the UFO files, but he did tell him how to go about asking for it through the Congressional Research Office. And that's how Sheehan and Marcia Smith became involved.

People should think some more before completely dismissing the notion that someone from the CIA would tell President Carter he's not privy to information. Yes its highly unlikely, but keep in mind that the CIA had by that time become its own powerful entity that Carter was very much aware of. When you cross the CIA and their agenda, you risk assasination ( JFK / RFK ). So even if I were the pope I'd likely back off if I wanted to enjoy life.

Though i do not agree with your conclusion entirely , i commend the way you laid out your perspective of the inherent pitfalls in a "quest for truth".
Whilst in the midst of questioning other peoples motives , we have to stop and question our own from time to time.

I dont believe Pres Carter was allowed to know the truth about ufos.He stated during his campaign that he had seen a ufo at one time and if he were ever President he would tell the American people the truth.Well he blew the lid off about Israels nucleasr arsenal not long ago and if he indeed knew about ufos he would have told the public...thus he was kept in the dark.If he would have fired Cia director Bush we know what happens to Presidents that do that....re Kennedy!

Or maybe his comment has more to do with dumb **** like this that our government and it's agencies have been pulling for years. Perhaps nothing to do with anything truly phenomenal - but certainly morally reprehensible to the highest degree.

He was seriously going to mount Bin Laden's head on the wall over the fireplace and use al-Zarqawi's pelt as a skin rug. Regardless of whatever half-jokingly suggestions people have similarly proposed - to think that the leader of our nation would actually do something so sadistic and more befitting Vlad Dracul than President of the United States would undoubtedly inspire rage and indeed likely get him lynched.

The record of assassination attempt on Fidel Castro certainly provides another illuminating and rather entertaining in it's bafoonery insight into the crap our government pulls. I can only imagine some of the horrific things our government has attempted which we will likely never hear about - because they WERE successful. I simply believe this extends more to political maneuvering and wartime atrocities (Abu Ghraib, for instance) than it has to do with mass killings of the public or hiding UFO information.

It came out recently, that back in the 1950s or 1960s, the govt released highly radioactive gas into the air in Washington state and Oregon to test how wind currents impact fallout. It was called Green River or something. There are undoubtedly people who got cancer from such experiments.

There were other experiments where they injected unwitting healthy human beings with plutonium and other highly toxic substances. Sounds like something straight out of a Nazi death camp, but it was the American government.

I don't think Bush's quote was directly referring to a UFO cover up. He's far too smart to say that in public. My guess is he's talking about usual government malfeasance, selling us out to the NWO etc...

Think of Compartmented as the way they keep submarines from sinking from a leak. If one compartment is compromised, the rest is intact. If you are read on to a compartment, the government goes to lengths to make sure you're not read on to a second compartment of the same project.

Top Secret has a few levels.

TS/SCI (Sensitive Compartmented Information)
TS/SI-TK (Sensitive Information Tango Kilo (Satellite Imagery))
TS/SI (Sensitive Information)
TS (Run of the mill Top Secret clearance)

The levels require different types of investigation.

TS/EBI (Extended Background Investigation - 20 year pre-birth)
TS/SBI (Special Background Investigation)
TS/BI (Background Investigation)

A couple of add-on qualifiers:
COSMIC simply means NATO information.
NOFORN means No Foreign disclosure
EYES ONLY means only one person can read the material

Most agencies recognize a common classification dictionary. There are some temp agencies with no names that are outside the normal classification scope.

How much?

Well... In my opinion the following things are true, and I stress, this is Opinion:
The OP has posted old hat info, although this is good for those new to the field.
Salter seems genuine, but perhaps is mistaken in his idea of compartmentalized intelligence.
The thing that really bothers me (and Friedman) about Salter is he switches back and forth
between "Cosmic" and "Cosmos". If you're gonna be a whistleblower, get it straight, and stick to your story.
Perhaps that was what he was led to believe by those "in the know".
The Australian video was extremely cheesy, but hey, there are plenty of examples of that in this field.
I personally have seen 2 UFO's in my lifetime. Were they extra-terrestrial? I can't say.
All I can say is they were strange lights that made impossible (by our known physics) maneouvers.
Could it have been military? Sure... no doubt.
Could it have been extra-terrestrial craft? Absolutely. Who knows?
Whatever I saw fits the definition of "Unidentified Flying Objects". Point of origin: Unknown.
I personally believe that life is the rule, not the exception in the Multiverse.
But, this is just a personal belief, a faith, if you will...
I try very hard to be a believing sceptic. In other words, I believe SOME sightings are genuine...
Most are hoaxed, or misunderstood, perhaps even the things I saw were natural phenomena. Who knows?
I do believe that we have been and are being visited by extra-terrestrial life forms.
However, I also believe that a very SMALL percentage of sightings can be attributed to this explanation.
IMHO, the Disclosure Project was brilliant.
Over 400 witnesses willing to testify before Congress that what they experienced cannot be easily explained.
Where did this get us? Nowhere.
It's a hot-potato for politicians, as the military doesn't really want the truth out (whatever that may be).
Congressianal inquiries always end up with the same conclusion: Unknown.
The Disclosure Project did one good thing: It raised questions, and questions are good.
There has been an intimidation campaign by top levels of government trying to squash information.
That alone raises many questions, but are they extra-terrestrial, or military black ops?
I am of the opinion that if these things were ET and hostile, we would no longer exist.
That gives me hope.
If they are military, of course they are going to disinfo things to an ET level, to avoid scrutiny.
The truth is: we have no clue what these things are, and it is going to remain that way until
the military is ready to let us know (think Stealth Fighter and Bomber).
I wish us all luck, and am ready to know the truth...
Until then, it is all merely speculation.

I agree with you. The president has clearance to see anything he wants whenever he wants, unless off course our constitution and legal system is a total fraud.

Now they might claim "no access" but more-than-likely this is simply a case of legal maneuvering to remove all potential liability. For example when we have a case of corporate fraud how often do the executives say: "Oh...really, I never knew this happened because no one told me...."

Knowledge like Truth is always there, it may however be hidden or out of view in the same way clouds block out the Sun but don't make it disappear.

One merely has to have the willing mindful intent and knowledge will make itself present. How you experience and act on that knowledge is completely up to oneself. Though only two outcomes are only ever possible;
