why not use the list they use for cross checking?
The law in the US requires every male at age 18 register for selective service. I didn't have to because when I turned 18 I was already in the
military so it nul and voided it.
They use your social security number to cross check it. Each year they will scan all social security numbers issued to any male 18 years ago. They
then mass send these out to every 18 year old male.
If you don't register it will flag your SS number, then if you aren't already enlisted they will probably send another one threatening you to fine
or jail time so you get a second chance. Third time I would guess registered mail so you have to sign for it, then after that jail and fine.
