When a current president is near the end of his or her term it is usual for them to sign a flurry of executive orders in the hope that they will be implemented before the incoming administration can reverse them. These orders usually encompass a wide range of issues, from presidential pardons to amendments to legislation they hope will pass quickly, etc.
Bill Clinton did the same thing when he left office.
It's a good thing Obama will be reviewing them, as many of Bush's executive orders will be ideologically motivated. But it is not an unusal practice for an incoming POTUS.
Obama promises to be a very good president. Neither the anti-Christ nor the second coming, just an exceptional human being.
