What is he talking about?

This vid was taped and posted the other day, by some guy in Belgium
Its hard to make out, but you can make out enough.

I have commented on the vid and asked for more detail ( where who when and why)

Here is what I could pick up

"What should we do?
We should remain? 5years 2 years? a few years? ... ... ... unintelligible
And it's 2009 ... unintelligible......

Lets say 3 years, whats the best thing to say?...

People will say "if we only had two years to prepare".
But they wouldnt have had a chance.
And what shall we say in 2010? ......unintelligible....And what shall we say in 2012?

These shenanigans are really starting to creep me out.
