Serbia turned away Bulgarian radioactive train

The Serbian customs officers found at the railway station in Dimitrovgrad a Bulgarian train, which was transporting radioactive cargo. The train was on his way from Bulgaria to Macedonia via the Serbia town of Dimitrovgrad.

According to the customs administration the radioactivity inside the wagons has been 3000 times higher than allowed. The radiating on the surface of the wagons has been 300 times more than the norm.

No information on the load and final destination of the train. 3000 x higher than allowed! What kind of material would cause this high level?
Someone trying to ofload some material on the cheap or something more sinister?

I just find this news a little odd and its not in the MSM either, you would think they would be hyping up the fear.

More details on where it was coming from would be helpful.
If you look where Macedonia is look at the city Skopje they don't need to go through Serbia to get to Macedonia.
If you look at this map.

It could have been coming from anywhere.
It could have been transporting nuclear waste from wealthier European country's like France or Germany back to bulgaria or to somewhere else for disposal.
It could have been transporting it back to Bulgaria from somewhere like Ukraine.
It could have been transporting nuclear material from Bulgaria to somewhere else.
I think the problem here is storage it obviously is not stored properly for transport if its giving off those rads on the outside.
Typical cheap skates trying to make more of a buck while putting everyone in danger.
Here is a recent news article discussing cooperation between Bulgaria and Macedonia on building a Nuclear Power Plant in Macedonia.
