"In a remarkable speech on nuclear policy delivered October 28 at the Carnegie Endowment for International Peace (CEIP), US Defense Secretary Robert Gates painted a dire portrait of international affairs and argued that Washington should expand the doctrine of pre-emptive war formulated by the Bush administration to include possible nuclear strikes."
Source

Yeah, ok, not best known/respected news source, I grant you.

But, if you question it, look into it.

In my personal experience, falsehoods are quickly found out, here.

Isn't this the same thing Russia said before/during/after their invasion of Georgia?

:Gates talk at Carnegie

From the source Carnegie Institute

Ive just read it quick, it seems that as you feared your source has misrepresented this, however I know from previous statements and leaks found even on MSM that they have plans for this and I dare say is discussed at the Pentagon and White House

Had me a bit worried when I thought it was openly discussed as such in such a forum.

Phew.

Elf.
