China's intensive space activity, controlled by the People's Liberation Army, is rapidly achieving the ability to challenge the United States as a
military power in space, writes Richard Fisher in the Asian Wall Street Journal. At the Zuhai air show the Chinese Space Academy announced that in
1999 China will launch four imaging satellites and two radar satellites which can be used to penetrate cloud cover across Asia. China will also build
a series of small satellites for navigation, communication and imaging missions, essential for the PLA 's new hi-tech information warfare doctrine.
U.S. intelligence agencies have discovered China is developing laser anti-satellite weapons that are necessary to deny or attack enemy information
systems. China's new satellites will be used to guide future weapons systems, Fisher adds, such as new short- and long-range cruise missile systems.
China's anti-satellite capability would render U.S. forces blind in conflicts involving Taiwan or the South China Sea, while China's own satellites
could find U.S. naval and ground forces and immediately target them with satellite-guided cruise missiles."

(U.S. should watch China's "desire to project power")
The United States should be concerned with China's "desire to project power" in other parts of the Asia-Pacific region, according to Senator Jon
Kyl (Republican of Arizona).
"I believe it is in our best interest to seriously evaluate China's military strategy, plans for modernization of its People's Liberation Army,
including the expansion of its ICBM capability, and buildup of forces opposite Taiwan," Kyl said in a March 30 speech to the Senate, one day before a
Navy P-3 plane collided with a Chinese fighter over the South China Sea and later landed on Hainan Island.
We must be more realistic in our dealings with China and more cognizant of potential threats," Kyl told his Senate colleagues.
The Arizona Republican warned against underestimating either "China's intentions or capabilities, possibly finding ourselves in the midst of a
conflict we could have prevented."
China is not a strategic partner of the United States because it is ruled by a "communist regime with a deplorable human rights record and a history
of irresponsible technology sales to rogue states," Kyl told Senate colleagues. "

BEIJING, China -- Beijing has dismissed as "baseless" a U.S. intelligence report saying China plans to boost its arsenal of nuclear missiles aimed
at the United States from 20 to more than 100 over the next 15 years.
The report, released by the Central Intelligence Agency on Wednesday, says Beijing views a larger long-range missile force as essential to maintain
its nuclear deterrence against the United States, particularly as the Bush administration pushes ahead with plans for a missile defense shield.
Speaking to journalists at a Foreign Ministry press briefing in Beijing, spokesman Sun Yuxi said he had not seen details of the CIA document, but that
"such matters are merely baseless speculation."
