I'm not supporting Obama, but to be fair, this isn't what it seems. And trying to put it nicely, you're not that intelligent, OP.
A constraint is a check or binding measure, especially in reference to management philosophy. Negative liberties AKA negative rights mean rights
others have to refrain from certain actions. They differ from positive rights in that positive rights mean others are guaranteed actions from another
party.
In the interview, he states that the courts' purpose is to reinforce that perspective as stated in the Constitution and that is up to legislation
(see amendments) to change that. Nothing inconsistent here. That's how it was laid out in the Constitution.
Whether or not he's right is up to your own point of view.
Maybe you should do a fact check on Obama's past as a constitutional law professor and you wouldn't look that dumb.
