At the end of Taggart Road, there are a few comm towers with a support building. Is this what you are referring to?

If you zoom out, you can see that it is an island.

I took it to be grass, but I think you are right with about it being an island. But little islands with trees and hidden rocket clusters is a big jump without even a metallic glimmer in the trees to debate about.

having been there on my travels, nah its just long grass owned by the military if i recall rightly

Now dismantled. Nice go of it, though.
