If there was a campaign to legalise cocaine, would it start in Columbia?

Personally, I think that the 'arrangement' with the Nicaraguan Contras is an example of how people come together. Columbia provides a totally different problem. AIDS levels are very high but the ol' cocaine is freely available. How do we ensure a decent, fair minded drugs monitoring authority that keeps to standards across the Western World.
