You are right, provided the next war does not destroy everything, inadvertantly ruining all their grand schemes. Their plan may not have accounted for the advent of nuclear weapons the magnitude of which we now possess.

If the plan is to sustain the population to 0.5B that says to me that a whole lot more would have to go, to leave room for growth over generations.
So, for the maximum to be 0.5B mass, they would have to be a population of about 5M to start out with.

Or who knows maybe even less.

So 1 in 12 being saved could actually end up being 1 in a thousand or near abouts.

And who's to say that its a global equation? It might only be the equivalent of one small country being saved and the rest wiped out?

Scary when you think about it.
