Help please with tags

I have a question about tagging threads. If I already submitted my thread, is there a way to go back and tag it after I've submitted it? I searched the other fourms dealing with tags and they said you could at the bottom of the thread. I could not find a link to tag my thread, was this infomation outdated, or am I missing it?
