Very enterprising pirates down there.

And who says we dont negotiate with terrorists?
Or I guess they are technically Pirates. So we negotiate with pirates.

Well shiver me timbers!

With the costs of fuel, it may be cost effective to bribe or negotiate with these pirates in exchange for safe passage. Many of the companies and insurances involved likely see this as simple risk or a business expense.
